While there is some merit to what you say you seem to miss the fact that a minority of players misuse their Alts.
Personally I use my alt as a trader, I have found that there are alot of very small items that you can purchase in one region and ship to major hubs and sell to players for a good profit.
While this char wich is my main could do this it would meen I would have to do alot more mindless jumping with him. For that reason I have my trade alt.
While it is true that not all of the deals I make would be considered moral in an ethical debate I do not consider myself scamming, I never lie as to what I am selling, I merely utilize peoples own flaws to make a good profit (if people are too lazy to jump into the next region to get the item Im selling Im not going to loose any sleep over the 500% markup I take).
It is also very common for people to have mining and production alts, especially as assistance to their corps, leaving a maxed out industrial alt in the corp HQ and halp corp mates with building stuff and/or refining is very common.
Another very common alt is the research alt, train your alt to be able to keep 5 research agents running and you have just trippled your chance of getting a tech II BPO (depending on the alts standings it may be less).
All of thise types of alts make upp the vast majority of alts in the game but they are not visable and thus they dont exist in peoples minds.
The alts that people notice are the the recycled scam alts, the clonejumping alt scouts, the griefer suicide kessie alts and so on.
Removing the alts is not the solution haing the ability to track alts is.
Im not talking about the promised feature that lev 4 agents would have that for a flat fee simply told you the alts, Im talking about being able to get access to other players info such as wallet and buddylist, knowing who a char transfers isk to or gets isk transfered from would go a long way to identifying an alts main char, especially if its a newly created scammer alt.
